Clare Recreation Department – 5 Year Strategic Plan

(as adopted from ICSP)
The Municipality of Clare will become a vibrant, healthy, growing and sustainable municipality.
We will embrace economic, environmental, social and cultural sustainability and will achieve
this based on our heritage, strength of our people, ingenuity, hard work and sense of community.

Clare Recreation contributes to the Municipal vision and the economic, environmental, social
and cultural pillars by improving the quality of life of the citizens of Clare. The Recreation
Department through a focus on active living, health and well-being will provide leadership and
support to creating and maintaining the conditions for citizens to be healthy through the lifespan
and to create a healthy vibrant community.

Guiding Principles
There are a number of principles the Recreation Committee and Department value in its policy
development and operations. They include:

  •  Recognize the needs of the Acadian community.
  •  A well planned active community program for all ages would induce everyone in the community to get out, do things and have fun.
  •  Optimize the use of existing infrastructure and develop new infrastructure only as need identifies it.
  •  Programs and events for seniors and youth should be accessible and when possible should be free of charge.
  • The Department recognizes the need to support the sharing of resources within the community and community organizations.
  • The Department needs to take a proactive action oriented role in the community. (Provision over promotion)




The areas in which it is critical for the Municipality of Clare to have acceptable results are:
1. Infrastructure
2. Support to Community Groups
3. Programs and Special Events
4. Physical Activity
5. Active Transportation
6. Management of Department

Goal 1.1 Develop an acquisition plan for abandoned schools
Goal 1.2 Review and amend the existing field maintenance plan
Goal 1.3 Provide lifeguard services on weekends at Mavillette Beach

Goal 2.1 Work with a community group to explore the feasibility of a hall of fame
Goal 2.2 Increase transportation opportunities to recreational activities
Goal 2.3 Provide financial assistance and support to community organizations to increase their capacity to deliver recreational opportunities




Goal 3.1 Continue to offer a wide variety of programs and special events
Goal 3.2 Offer programs and special events in collaboration with the tourism and economic development departments to increase opportunities for recreation, economic development and tourism

Examples of programs and special events offered in 2013-2014 are found in appendix A

Goal 4.1 Continue to support the MPAL program
Goal 4.2 Implement the four objectives of the Physical Activity Strategy: (1) Raise Awareness (2) Supportive Environments (3) Infrastructure (4) Assessment

Goal 5.1 Implement the three facets of the Active Transportation Plan: (1) Programming, (2) Infrastructure, (3) Communication, awareness and publicity

Goal 6.1 Conduct evaluation of the recreation department
Goal 6.2 Create consistency within the department by way of developing a policy and procedure document for the Clare Recreation Department
Goal 6.3 Improve communication between committee and council
Goal 6.4 Provide effective and efficient management of the budget
Goal 6.5 Maintain a staff management protocol/policy
