COUNCIL-IN-COMMITTEE MEETING

Wednesday, May 4th, 2016 at 7pm

PRESENT: Council: Warden Ronnie LeBlanc, Deputy Warden Brian Comeau, Councillors, Lester Doucet, Hector Thibault, Danny Hill, Russell Comeau and Robert Thibault.

1) Call to order

Warden Ronnie LeBlanc called the meeting to order at 7:00 pm.

2) (a) Approval of the agenda

MOVED BY Councillor Danny Hill and SECONDED BY Councillor Lester Doucet that the proposed agenda be adopted as presented.
MOTION CARRIED

(b) Declaration of conflict of interest
Warden Ronnie LeBlanc asked for any declarations of conflict of interest.

4) Staff Reports

4.1 Department of Community Development – Pam Doucet
The CAO circulated the activity report from the Department of Community Development. The report was for informational purposes only. No formal presentation was made.

Council recognized that Recreation Services has an important capacity building role to play as it pertains to the growth and sustainability of the many signature recreational events held within the Municipality.

5) Business arising from previous meetings

5.1 Streetlight Program – Belliveau Cove / St. Bernard
The CAO indicated to Council that a total of 135 letters were distributed by Councillor Doucet. From these 135 letters, the Municipality received a total of 74 responses; 54 in favour of the street lighting program and 16 against.

PROPOSED BY Councillor Robert Thibault and SECONDED BY Councillor Danny Hill that the Municipality of Clare recommend the installation of streetlights along the main road in St. Bernard and Belliveau Cove, starting at the St. Bernard Church and ending at the Grosses Coques bridge.
MOTION CARRIED

5.2 Festival acadien de Clare - Lease
The CAO informed Council that the Festival acadien de Clare had entered into a leasing agreement with the Municipality for the space in the CIFA building formerly occupied by the Nova Scotia Department of Justice.

6) New Business

6.1 Yarmouth International Airport Corporation
The CAO mentioned that he has received a letter from the Yarmouth International Airport Corporation asking the Municipality to forgive the $40,000 currently owed to it by the Corporation. Council has traditionally agreed to forgive $30,000 per annum from the amount owed to the Municipality from the Corporation.

PROPOSED BY Councillor Robert Thibault and SECONDED BY Deputy Warden Brian Comeau that the Council of the Municipality of Clare recommend to forgive the amount of $40,000 currently owed the Municipality by the Yarmouth International Airport Corporation.
MOTION CARRIED

6.2 Municipal Alternate – Liaison & Oversight Committee.
The Warden explained that following the last meeting of the Western Regional Enterprise Network’s Liaison & Oversight Committee, it was decided that each municipal unit would appoint an alternate voting member to the Committee. Councillor Lester Doucet volunteered himself as the alternate to Warden LeBlanc. The CAO will continue to sit on the Committee as a non-voting member.

PROPOSED BY Councillor Russell Comeau and SECONDED BY Councillor Hector Thibault that the Council of the Municipality of Clare recommend to appoint Councillor Lester Doucet as the alternate on the Western Regional Enterprise Network’s Liaison & Oversight Committee.
MOTION CARRIED

6.3 Community Litter Cleanup Program
The Administrative Assistant to the CAO provided an overview of a proposed Community Litter Cleanup Program for Council’s review and consideration. The program would be open to both not-for-profit organizations and residents alike and would see them paid a fixed amount per kilometre of roadside cleanup. The program would be coordinated by the Municipality, in collaboration with the Department of Transportation and Infrastructure renewal and would serve to both clean up the community and provide organizations (and residents) with a means of generating incremental revenue. Council agreed with the merits of such a program and asked that an amount of $10,000 be included in this year’s budget for its implementation.

6.4 MGA review
As part of the MGA review process, Council was provided with another seven housekeeping amendments for there review. These will be discussed further at the Council meeting on May 18th, 2016.
