SPECIAL SESSION OF COUNCIL

1) Call to Order
Warden Ronnie LeBlanc called the meeting to order at 7:00 pm

2) (a) Approval of the Agenda
Warden LeBlanc asked for the approval of the Agenda.

MOVED BY Deputy Warden Nil Doucet and SECONDED BY Councillor Hector Thibault that the proposed agenda be approved as presented.
MOTION CARRIED

(b) Declaration of Conflict of Interest
The Warden asked for any declarations of conflict of interest. None declared.

3) Business Arising from Previous Council Meetings
3.1 Derelict Boat, Comeauville Wharf
Two bids were received in response to an invitational tender for the removal of the boat debris
(Lady Joan Carolyn 2) at Comeauville Wharf. Following a review of the bids, the CAO is recommending accepting the quote from B and G Lombard Ltd. in the amount of $2,950 plus HST. Council agreed and made the following motion:

PROPOSED BY Councillor Carl Deveau and SECONDED BY Councillor Eric Pothier that the Council for the Municipality of the District of Clare award the tender for the removal of the boat debris (Lady Joan Carolyn 2) at Comeauville Wharf to B and G Lombard Ltd. in the amount of $2,950 plus HST and that these funds be taken from the Municipality’s Capital Fund.

5) New Business
5.1 Beach Access Project
The beach at the end of Maxwellton Road is very popular amongst beach goers and beach glass enthusiasts. Unfortunately, the lack of an appropriate parking space has led to congested traffic flow from cars parking alongside the road. Following discussions with St. Mary’s Bay Estates Inc, an offer was extended to the Municipality to purchase a 5.5 acre parcel of oceanfront land for use as parking. The proposed sale price of $110,000 would include excavation, cleaning and grubbing of the site, hauling of new fill and levelling and compacting a portion of the site to create a gravel parking lot, which could reasonably accommodate 20 small vehicles. The CAO sees value in this opportunity as part of the Municipality’s Beach Access project and is recommending moving forward with the purchase in the amount of $110,000, using funds from the Gas Tax Reserve. Council passed the following motion:

PROPOSED BY Councillor Eric Pothier and SECONDED BY Councillor Hector Thibault that the Council for the Municipality of the District of Clare purchase a 5.5 acre parcel of oceanfront land along the Maxwellton Road from St. Mary’s Bay Estates Inc. in the amount of $110,000, for use as a parking lot, as part of the Municipality’s ongoing Beach Access project, and that these funds be taken from the Municipality’s Gas Tax Reserve.
