We are looking for applications for a term position of a minimum of 12 months to join our team as a Community Development Officer. 

GENERAL INFORMATION AND WORKING ENVIRONMENT:

  • Providing increased opportunities for community development has a significant effect on the overall wellbeing of community residents.
  • The Community Development Officer (CDO) for the Municipality of the District of Clare assists with the facilitating of community development planning and initiatives. The CDO helps with the identification and fostering of opportunities; securing funding for activities and programs; managing projects; and promoting the community in order to expand community development opportunities.

ABOUT THE POSITION:

Reporting to the Director of Community Development, the CDO acts as a support to the Director on community development matters. The CDO is an effective partner with the community, business and government- championing engagement, development and sustainability. Here are some of the duties:

  • Assist with facilitation of community development planning in order to identify and establish community development opportunities 
  • Maintain files and records 
  • Identify opportunities for community development in order to develop projects and initiatives 
  • Secure funding for community development activities and programs
  • Project management (assisting and leading projects) 
  • Promote the community in order to expand community development opportunities
  • Perform other related duties as required 

EDUCATION, QUALIFICATIONS AND TRAINING:

  • The CDO would normally attain the required knowledge, skills and attitudes through completion of a Diploma or Degree in Community Economic Development and/or Business Administration combined with related experience. Equivalencies will be considered.
  • 2-5 years in a municipal environment working in a community-related field
  • The incumbent must have proficient knowledge in the following areas:
    • Rudimentary Community Development theories and practices,
    • Local, regional and provincial community development potential and opportunities,  
    • Basic financial management and analysis,
    • Preparation of project reports,
    • Office administration &
    • An understanding of the economic, cultural and political environment of the Municipality of Clare.
  • The incumbent must demonstrate the following skills:
    • Bilingualism-effective written communications skills in both French and English,
    • Ability to identify and promote community development projects and initiatives,
    • Basic accounting and bookkeeping skills,
    • Analytical and problem solving skills,
    • Decision making skills,
    • Effective verbal, presentation and listening communications skills,
    • Effective negotiation and mediation skills,
    • Computer skills including the ability to operate computerized accounting, spreadsheets, word processing, graphics and website development programs at a beginner-intermediate level,
    • Stress management skills & time management skills.
  • The incumbent must maintain strict confidentiality in performing the duties of the CDO.
  • The incumbent must also demonstrate the following personal attributes:

    • Possess cultural awareness and sensitivity,
    • Be flexible,
    • Demonstrate sound work ethics.
